The screenshot is updated every minute. The cleanroom is generally occupied from 8:00am to 4:30pm Eastern, Monday - Friday. There may not be much activity outside of these hours. JWST is an international collaboration between NASA, the European Space Agency (ESA), and the Canadian Space Agency (CSA). The NASA Goddard Space Flight Center is managing the development effort.
